乌克兰总统弗拉基米尔·泽连斯基和芬兰总统亚历山大·斯塔布签署了一项关于安全合作和长期支持的协议。

通过这份文件，芬兰正式表示准备继续支持乌克兰对抗俄罗斯侵略，承诺提供长期军事和财政援助，并加强与乌克兰在政治、财政、人道主义和改革领域的合作。

Withthisdocument,FinlandformalizeditsreadinesstocontinuesupportingUkraineinthefightagainstRussianaggression,pledgedtoprovidelong-termmilitaryandfinancialassistance,andtostepupcooperationwithourcountryinthepolitical,financial,humanitarian,andreformareas.

芬兰将帮助乌克兰重建能源部门，评估环境破坏，加强边境和关键基础设施保护，并为乌克兰士兵提供医疗服务。此外，该文件还包括关于制裁、损害赔偿和将侵略者绳之以法的有力内容。

该协议还明确表明芬兰支持乌克兰未来加入欧盟和北约。

泽连斯基感谢亚历山大·斯塔布向乌克兰提供了价值1.88亿欧元的第23轮新援助计划。因此，自俄罗斯全面侵略开始以来，芬兰提供的支助总额接近20亿欧元。

TheagreementalsoclearlydemonstratesFinland'ssupportforUkraine'sfuturemembershipintheEUandNATO.

VolodymyrZelenskyythankedAlexanderStubbforanew,23rdaidpackagetoourcountryworth€188,thetotalamountofsupportprovidedbyFinlandsincethebeginningofthefull-scaleaggressioniscloseto€2billion.

乌克兰总统指出，"我感谢芬兰保证继续为我国提供军事和财政支持。截至目前，我们已经为2024年获得了4亿欧元的军事援助。到今年年底，由于至少还有两个援助计划，这一数额将大幅增加。"

此外，芬兰正在准备一项支持乌克兰的四年计划。发展和重建预算为2.9亿欧元。

该协议有效期为十年，并加强了对乌克兰在其加入北约和欧盟的道路上的支持和保护。
